Council Staff Relations: Navigating relationships and building political acuity
Participants in this workshop will explore the distinct and complementary roles of council and staff, the realities of City Council the CAO and the strong mayor systems, and the core principles of political acuity.
The workshop will be delivered over two separate mornings - one in October and one in November. Attendance is required at both sessions.
Day 1: Navigating Roles and Relationships
Participants will explore the role of council and the role of staff, examining the public service bargain and the distinct dynamics of City Council/CAO and strong mayor system. Through discussion of case studies that illustrate real municipal dilemmas, participants will gain practical insight into how structural and relational factors shape interactions and decision making.
Day 2: Developing Political Acuity
Participants will examine the concept of political acuity, the competencies that support it, and strategies for understanding and interacting with City Council. The session also addresses preparing for a new council and uses case studies to provide practical examples, helping participants strengthen judgment, anticipate challenges, and apply political acuity in real municipal contexts.
